Education and Training Demand Survey

    • Education and Training Demand Survey
      • Demand surveys targeting all government officials are conducted to facilitate education and training planning for each training course of the following year.
      • Tailored education and training services are designed and offered after gathering information about the training projects actually required to carry out government activities and kinds of training institutions available to respond to the growing needs of the information- and knowledge-based society.

    • Planning for Selecting Trainees for Outsourced Sponsored Training Programs
      • The plan for selecting trainees for sponsored in-country training programs is developed after considering the number of trainees on demand and related budgets.

    • Recommendation of Trainees for Sponsored In-country Training Programs
      • Each ministry can recommend trainees for the sponsored training programs after its education and training deliberation committee conducts the applicants’ eligibility assessment, selects the required training tasks, and predetermines post-training appointments once the applicants submit research plans related to their jobs.
      • Each ministry must recommend trainees after designating their majors and training subjects in connection with their job functions within the ministry.
      • The authority to select trainees for the evening master's degree programs in Korean graduate schools has been delegated to each ministry since 2005.

    • Trainee Recommendation to Sponsored In-country Training Institutions
      • The Ministry of Personnel Management (MPM) recommends applicants to the sponsored training institutions after checking the qualifications and training requirements of the candidates recommended by each ministry.
      • A list of trainees is sent to the outsourced training institution.

    • Selection of Trainees for Sponsored Training Programs
      • Final selection of trainees is made based on the test results given by the training institutions

    • Implementation of Sponsored Training Programs
      • The sponsored program trainees should receive education and training faithfully in accordance with the curriculum and the school rules of the educational institution providing training services, and should not cause any disruption to their government jobs due to the education and training programs.

    • Secondment Order for Training
      • For long-term education training programs in Korea for director-general and director level public officials and for the foreign language training course, ministries should issue the order for training and seconment taking into account the admission and completion dates of the train ing program and notify the Human Resources Development Division at the Ministry of Personnel Management.
      • For the short-term training including outsourced domestic training, training results and trainee list are sent to MPM

    • Payment of Education and Training Expenses
      • Scope of Education and Training Expenses Covered
      • Amounts equivalent to the payment made to the sponsored training institution including the admission fee, tuition fee, and the full amount of the school membership fee (However, unofficial expenses such as student dues, textbook prices, food expenses, and foreign language class fees are to be borne by the trainee).
      • Procedure for the Payment of Education and Training Expenses
        • Korean Graduate Schools (master's program)
        • The trainee must register at his/her designated university at his/her own expense and are reimbursed individually by the Ministry of Personnel Management.
        • Maximum training subsidy in a semester (humanities and social Science programs: KRW 3.2 million/year, science and engineering programs: KRW 4.1 million/year).
        • Korean Universities (undergraduate program)
        • After the completion of the semester, the trainee will be paid the previous semester’s tuition and admission fees in the following semester.
        • ※ Upper limits (Humanities and Social Sciences: KRW 3.2 million, Science Engineering: KRW 4.1 million)
        • Korea National Open University
        • After completion of the semester, trainee are reimbursed for the previous semester’s tuition and registration fee paid.
        • Requirements: Obtain 12 credits or more with minimum GPA 2.3)
        • Cyber Universities
        • After completion of the semester, trainee will be reimbursed for the previous semester’s tuition and registration fee paid.
        • Requirements ① State public officials without a bachelor's degree ② Newly admitted or transfer students who has been for employer-sponsored training tier ③ Currently enrolled students who earned 15 credits or more with a minimum average grade of 85. · Sponsored Foreign Language Training - Trainees are reimbursed after verifying completion of education. · Sponsored Training in Private Institution - Payment is directly made to the institution after verifying the completion of education.
        • Foreign Language Training Outsourcing
        • After registering at the own expense, the trainee will be individually reimbursed after the completion of the education is confirmed
        • Training Outsourcing to the Private Sector
        • Payment is made to the educational institution after confirmation of education completion

    • Reporting on the Progress of Sponsored In-country Education and Training Programs
      • Submitting report cards or progress report of education and training (Article 33 (3) of the Enforcement Decree)
        • Trainee of sponsored education and training such as Korean graduate schools must submit progress report, list of courses taken with syllabus, recent administrative documents and transcript with grades after completing the semester (letter of explanation must be submitted when partial credits are missing) ※ The average grade per semester must be at least B(or score of 80).
      • Reporting updated administrative data
        • Trainee must submit most recent administrative data related to his/her job (twice a year, at least once every semester).
      • Reporting on Personal Information (Article 33 (4) of the Enforcement Decree)
        • When submitting the report card or progress report, the trainee must report any changes in personal information during the semester.
        • In case of a change in personal information such as due to sickness or accidents, the trainee must report to the head of the hiring agency immediately and request necessary guidance and support
      • Reporting on the Training Results (Article 34 (2) of the Enforcement Decree)
        • After the training program has been completed, the trainee should report his return to work to the head of the hiring agency within 3 days after the return, and report on the results of training to the Ministry of Personnel Management through the head of the hirng agency within 30 days after the return to the job.
        • When reporting the results, the trainee is required to submit three types of documentation: ① training report form, ② copy of diploma (certificate of completion), ③ project research report (thesis, etc.) The training report file should be uploaded to the training portal (www.training.go.kr), and the hardcopy must be submitted to the hiring agency.
        • For degree programs, if the trainee is unable to submit the training project research report (i.e. thesis) within 30 days of the completion of training, he/she must first submit a copy of the certificate accompanied with a letter explaining the reason for not obtaining the degree and future plans. The training project research report must be submitted within 6 months after the completion of training.

    • Service Obligation
      • A public official who has completed in-country training program lasting six months or longer must serve in the relevant field of the training area for the same period of time he/she spent on the training program ( minimum service equivalent to 50% of the training duration is required if the trainee took the training program after working hours). (Article 35 of Enforcement Decree of the Act on Capacity Development of Public Officials)
        • All training expenses paid to the trainee must be paid back for breach of duty (Article 36 of Enforcement Decree of the Act on Capacity Development of Public Officials)
        • If the trainee did not fulfill his obligatory service period in relevant field, he/she must pay back amount equalivalent to expenses paid * number of working months / number of months of mandatory service.
